Pursuant to a notice posted on April 24, 1997 and a suspension
of the 5 day posting rule, the House Committee on Higher
Education met in a public hearing and was called to order by
the Chair, Representative Irma Rangel at 6:53 pm.
The roll was answered as follows:

The chair laid out HB 1940 as pending business and recognized
Representative Price to explain the measure.
Representative Solis offered a complete committee substitute.
The committee substitute was adopted without objection.
