         Pursuant to a notice posted on December 30, 1997, the House  
         Committee on Higher Education, Subcommittee on Agency  
         Oversight & Financial Aid Program met in a public hearing and  
         was called to order by the Chair, Representative Henry Cuellar  
         at 9:10 am. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Rangel; Solis; Cuellar (3). 
          
         Absent:   Representatives Dunnam (1). 
          
         A quorum was present. 
          
         (Representative Dunnam now present.) 
          
         The subcommittee took testimony on the following interim  
         charge: (see attached witness list) 
          
              Conduct active oversight of agencies under the  
         committee's jurisdiction, including a   review of the State  
         Auditor's finding of material weakness in higher education   
         administration of student financial aid programs. 
          
         At 1:10 pm, on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
