         Pursuant to a notice posted on October 2, 1998, the House  
         Committee on Higher Education, Subcommittee on Education  
         Funding met in a public hearing and was called to order by the  
         Acting Chair, Representative Henry Cuellar at 2:41 pm. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Solis; Cuellar; Dunnam (3). 
          
         Absent:   (0). 
          
         A quorum was present. 
          
         The subcommittee on Education Funding met to adopt the interim  
         subcommittee report on the following interim charge: 
               
              Review the use of special funds in higher education,  
         including funds for the "back-to-basics" initiative, to ensure  
         that they are used effectively and appropriately.  Evaluate  
         the success of the recently implemented higher education  
         funding formula. 
          
         The subcommittee report was adopted. 
          
         At 2:58 pm, on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
