         Committee on State, Federal & International Relations met in a  
         public hearing and was called to order by the Chair,  
         Representative Bob Hunter at 9:53 am. 
          
         The roll was answered as follows:

         Absent:   Representatives Moreno; Isett; West, George "Buddy"  
                   (3). 
          
         A quorum was present.
