Pursuant to a notice posted on March 13, 1997, the House
Committee on Juvenile Justice & Family Issues, joined by the
Appropriations Subcommittee on Education and the Education
Subcommittee on Safe Schools, met in a public hearing and was
called to order by the Chair, Representative Toby Goodman at
5:40 pm.
The roll was answered as follows:

McReynolds; Naishtat; Smith; Williams (7).
Absent: Representatives Jones, Jesse; Reyna, Arthur (2).
A quorum was present.
The Chair recognized Billy Jacobs, of the Texas Education
Agency, to explain a survey taken by the Texas Education
Agency on students enrolled in JJAEP/AEP's on March 6, 1997.

The chair laid out HB 1090.
Representative Staples offered a complete committee
substitute.
The chair recognized Representative Goodman to explain the
measure.
Testimony was taken.
The bill was left pending without objection.

The chair laid out HB 1055 as pending business.
Representative Staples moved that HB 1055 be reported
favorably to the full house with the recommendation that it do
pass and be printed. The motion prevailed by the following
vote:

Reyna, Arthur; Smith; Williams (6).
Nays: None (0).
Present not Voting: None (0).
Absent: Representatives Jones, Jesse; McClendon;

The chair laid out HB 677 as pending business.
Representative Staples offered a complete committee
substitute.
The committee substitute was adopted without objection.
Representative Staples moved that HB 677, as substituted, be
reported favorably to the full house with the recommendation
that it do pass and be printed. The motion prevailed by the
