         Pursuant to a public notice posted on January 23, 1997, in 
         accordance with House rules,  the House Committee On Public 
         Education met jointly in a public hearing with the House 
         Committee On Appropriations and was called to order by the 
         Chair, Representative Paul Sadler at 8:07 pm.
         
         The roll was answered as follows:  
         
         Present:  Representatives Sadler; Hernandez; Hochberg; Price; 
                   Rhodes (5).
         
         Absent:   Representatives Dutton; Culberson; Uher; Williamson 
                   (4).
         
         A quorum was present.
         
         The Committee on Appropriations was called to order and took 
         roll.
         
         (Representatives Dutton; Culberson; and Williamson now present.)  
         
         Budget Overview on Public Education
         
         Testimony was taken.  See attached witness list.
         
         On the motion of the chair and without objection, the meeting 
         was recessed until January 28, 1997 at 1:00 pm.
         
         The roll was answered as follows:
