         Pursuant to a notice posted on February 13, 1997, the House 
         Committee on Public Health met in a public hearing and was 
         called to order by the Chair, Representative Hugo Berlanga at 
         11:56 am.
         
         The roll was answered as follows:  
         
         Present:  Representatives Berlanga; Hirschi; Davila; Glaze; 
                   Janek; Maxey (6).
         
         Absent:   Representatives Coleman; Delisi; Rodriguez (3).
         
         A quorum was present.
         
         HB 3
         
         Representative Hirschi now in the chair.
         
         The chair recognized Representative Berlanga to explain the 
         measure.  Representative Berlanga offered a complete committee 
         substitute.  
         
         Testimony was taken.  (See attached witness list.)
         
         The chair recognized Representative Berlanga to close on the 
         measure.  The committee substitute was withdrawn without 
         objection.  The bill was left pending without objection.

         measure.  Representative Maxey offered a complete committee 
         substitute.  
         
         The committee substitute was adopted without objection.

         reported favorably to the full house with the recommendation 
         that it do pass and be printed.  The motion prevailed by the
