         Pursuant to a notice posted on August 3, 1998, the House  
         Committee on Public Health met in a joint public hearing with  
         the House Committee on Appropriations and the Senate Interim  
         Committee on Children's Health Insurance and was called to  
         order by the chair, Representative John Hirschi at 9:41 a.m. 
          
         Present:     Representatives Hirschi; Capelo; Coleman; Delisi;  
                   Glaze; Maxey; Uresti (7). 
          
         Absent: Representatives Davila; Janek (2). 
          
         A quorum was present. 
          
         The committee took invited and public testimony on the  
         following interim charge: (see attached witness list) 
          
              Monitor the implementation of H.B. 3 (Texas Healthy Kids  
              Corporation), and study the provisions of the federal  
              Balanced Budget Act that relate to children's health. 
          
         At 12:35 p.m., upon a motion by Representative Hirschi and  
         without objection, the meeting was recessed subject to the  
         call of the chair.
