Pursuant to a notice posted on February 12, 1997, the House
Committee on State Affairs met in a public hearing and was
called to order by the Chair, Representative Steven Wolens at
2:07 pm.
The roll was answered as follows:
Present: Representatives Wolens; Brimer; Carter; Counts;
Danburg; Hilbert; Hunter; Jones, Delwin; Longoria;
Ramsay; Stiles (11).
Absent: Representatives Turner, Sylvester; Alvarado; Craddick;
McCall (4).
A quorum was present.
HB 600
The chair laid out HB 600.
The chair recognized Representative Rodriguez to explain the
measure.
Representative Stiles offered a complete committee substitute,
which was laid out by the chair.
Testimony was taken.
(Representatives Turner, Sylvester; Alvarado; Craddick; and
McCall now present.)
The chair recognized Representative Rodriguez to close on the
measure.
The committee substitute was withdrawn without objection.
The chair referred the bill to a subcommittee to be named later
by the chair.
HB 255, HB 499, and HB 679
The chair laid out HB 255, HB 499, and HB 679, and announced
that due to similarities in the three bills that HB 255 was
chosen by the three authors as the bill to be considered by the
committee.
The chair recognized Representative Denny to explain the
measure.
Representative Carter offered a complete committee substitute,
which was laid out by the chair.
Testimony was taken.
The chair recognized Representative Denny to close on the
measure.
The committee substitute was withdrawn without objection. The
chair referred HB 255, HB 499, and HB 679 to a subcommittee to
be named later by the chair.
HB 67
The chair laid out HB 67.
The chair recognized Representative Cuellar to explain the
measure.
Representative Hilbert offered a complete committee substitute,
which was laid out by the chair.
Testimony was taken.
The bill was left pending without objection.
At 4:13 pm, on the motion of the chair and without objection,
the meeting was adjourned subject to the call of the chair. Due
to a power outage, HB 66 was not laid out, and HB 67 was left
pending as the committee was hearing testimony on the bill when
the power outage occurred.
