Pursuant to a notice posted on March 5, 1997, the House
Committee on State Affairs met in a public hearing and was
called to order by the Chair, Representative Steven Wolens
at 1:06 pm.
The roll was answered as follows:
Present: Representatives Wolens; Turner, Sylvester;
Craddick; Hunter; Longoria; McCall; Ramsay;
Stiles (8).
Absent: Representatives Alvarado; Brimer; Carter; Counts;
Danburg; Hilbert; Jones, Delwin (7).
A quorum was present.
(Representative Jones, Delwin was absent due to his
attendance at the Licensing and Administrative Procedures
Committee which was meeting at the same time.)

SB 249
The chair laid out SB 249 as pending business.
The committee substitute that was offered by Representative
Turner, Sylvester on February 24, 1997 and laid out by the
chair on that date remained before the committee.
(Representatives Carter and Hilbert now present.)
The chair recognized Representative Turner, Sylvester to
explain the measure.
Representative Turner, Sylvester offered an amendment to
the measure.
The amendment was withdrawn without objection.
The committee substitute was adopted without objection.
There being no further testimony, the chair recognized
Representative Turner, Sylvester to close on the measure.
Representative Turner, Sylvester moved that SB 249, as
substituted, be reported favorably to the full house with
the recommendation that it do pass and be printed. The
motion prevailed by the following vote:

Hunter; Longoria; McCall; Ramsay; Stiles (12).

measure.

Representative Stiles moved that HB 101 be reported
favorably to the full house with the recommendation that it
do pass and be printed. The motion prevailed by the
