         Pursuant to a recess earlier in the day, a notice posted on  
         April 15, 1997, and an announcement from the house floor on  
         April 15, 1997, the House Committee on State Affairs met in a  
         public hearing and was called to order by the Chair,  
         Representative Steven Wolens at 5:20 pm. 
          
         The roll was answered as follows:

         The chair laid out HB 3037, and recognized Representative Cook  
         to explain the measure.

         The chair recognized Representative Cook to close on the  
         measure.

         The chair recognized the Public Utility Commissioners of Texas  
         to give a presentation on electric deregulation and related  
         issues.
