         Pursuant to a notice posted on March 31, 1998, the House  
         Committee on State Affairs met in a public hearing and was  
         called to order by the Chair, Representative Steven Wolens at  
         9:35 am. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Wolens; Turner, Sylvester; Brimer;  
                   Carter; Counts; Hilbert; Jones, Delwin; Longoria;  
                   McCall; Ramsay (10). 
          
         Absent:   Representatives Alvarado; Craddick; Danburg; Hunter;  
                   Stiles (5). 
          
         A quorum was present. 
          
         Testimony was taken.

         At 2:20 pm, on the motion of the chair and without objection,
