         Pursuant to a notice posted on May 6, 1998, the House  
         Committee on State Affairs met in a public hearing and was  
         called to order by the Chair, Representative Steven Wolens at  
         9:36 am. 
          
         The roll was answered as follows:

         Absent:   Representatives Brimer; Counts; Craddick (3). 
          
         A quorum was present. 
          
         Testimony was taken.  (See attached witness list.)

         At 3:38 pm, on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
