         Pursuant to a notice posted on July 23, 1998, the House  
         Committee on State Affairs, Subcommittee on Regional Councils  
         met in a public hearing and was called to order by the Acting  
         Chair, Representative Longoria   at 9:30 am. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Counts; Hunter; Longoria (3). 
          
         Absent:   Representatives Alvarado; Carter; Hilbert; Jones,  
                   Delwin; Stiles (5). 
          
         A quorum was not present. 
          
         Testimony was taken.  (See attached witness list.) 
          
         At 11:45 am, on the motion of the chair and without objection,  
         the meeting was recessed until 1:30 pm. 
          
         The committee reconvened at 1:30 pm and was called to order by  
         Representative Longoria.  The roll was answered as follows:   
          
         Present:  Representatives Hunter; Longoria (2). 
          
         Absent:   Representatives Alvarado; Counts; Hilbert; Jones,  
                   Delwin; Ramsay; Stiles (6). 
          
         Testimony was taken.  (See attached witness list.) 
          
         At 2:10 pm, on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
