         Pursuant to a notice posted on August 17, 1998, the House  
         Committee on State Affairs met in a public hearing and was  
         called to order by the Chair, Representative Steven Wolens at  
         10:15 am. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Wolens; Brimer; Carter; Hunter;  
                   Jones, Delwin; Longoria; McCall (7). 
          
         Absent:   Representatives Turner, Sylvester; Alvarado; Counts;  
                   Craddick; Danburg; Hilbert; Ramsay; Stiles (8). 
          
         A quorum was not present. 
          
         Testimony was taken.  (See attached witness list.) 
          
         At 1:47 pm, on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
