         Pursuant to a notice posted on February 27, 1997, the House 
         Committee on Urban Affairs, Subcommittee on HB 776 met in a 
         public hearing and was called to order by the Chair, 
         Representative Bailey at 2:40 pm.
         
         The roll was answered as follows:  
         
         Present:  Representatives Bailey; Wohlgemuth (2).
         
         Absent:   Garcia (1).

         The chair laid out HB 776.  
         
         Representative Wohlgemuth offered a complete committee 
         substitute.  
         
         Representative Wohlgemuth moved that HB 776, as substituted, 
         be reported favorably to the full committee.
         
         The committee substitute was adopted by the following record 
         vote:

         Nays:     None (0).
         
         Present not Voting: None (0).

         At 2:45 pm, on the motion of the chair and without objection,
