            Pursuant to a notice posted on March 14, 1997, the House 
            Committee on Urban Affairs, Subcommittee on HB 1166 met in 
            a formal meeting and was called to order by the Chair, 
            Representative Clark at 11:50 am.
            
            The roll was answered as follows:  
            
            Present:  Representatives Bailey; Clark; Garcia (3).
            
            Absent:   None (0).
            
            A quorum was present.

            The chair laid out HB 1166.  
            
            Representative Garcia offered a complete committee 
            substitute.  
            
            Representative Clark offered an amendment to the measure.  
            
            The amendment was adopted without objection.  
            
            Representative Garcia moved that HB 1166, as substituted, 
            be reported favorably to the full committee with the 
            recommendation that it do pass and be printed.  
            Representative Bailey seconded the motion.  The motion 
            prevailed by the following vote:  
            
            Ayes:     Representatives Bailey; Clark; Garcia (3).
            
            Nays:     None (0).
            
            Present not Voting: None (0).
            
            Absent:   None (0)
            
            At 12:10 pm, on the motion of the chair and without 
            objection, the meeting was adjourned subject to the call of
