MINUTES SENATE COMMITTEE ON ADMINISTRATION Tuesday, January 21, 1997 11:30 am Senate Chamber ***** Pursuant to a notice posted in accordance with Senate Rule 11.11, a meeting of the Senate Committee on Administration was held on Tuesday, January 21, 1997 in the Senate Chamber at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Chris Harris None Senator Carlos Truan Senator Kenneth Armbrister Senator J.E. Brown Senator Mike Moncrief Senator Bill Ratliff Senator David Sibley ***** The Chair called the meeting to order. There being a quorum present, the following business was transacted. Senator Harris passed the gavel to Senator Truan, Vice-Chairman and asked to be recognized. Senator Harris stated that a proposal, for a rule addition to the Senate Policies concerning the backhall behind the Senate Chamber, be brought before the Committee for consideration. Senator Harris moved the following proposal be adopted: The Sergeant-At-Arms shall clear the backhall behind the Senate Chamber beginning 30 minutes before the start of session and until adjournment of all persons required to register under Chapter 305 of the Government Code, (Registration of Lobbyist), unless their presence is authorized by a Member, the President, or the Secretary of the Senate. The Sergeant-At-Arms shall develop necessary procedures to implement this policy. Motion passed 7 ayes, 0 nays. The Chair laid out SCR 4 and recognized Senator Harris, in the absence of the author, to explain the bill. Senator Truan moved that SCR 4 be reported favorably to the full Senate with the recommendation that it do pass and be printed. The motion carried with a vote of 7 ayes, 0 nays. The Chair laid out SJR 15 and recognized the author, Senator Harris, to explain the bill. Senator Harris moved that SJR 15 be reported favorably to the full Senate with the recommendation that it do pass and be printed. The motion carried with a vote of 7 ayes, 0 nays. Senator Harris assumed the chair and recessed the meeting subject to call by the Chairman.
