Brown Senator Carlos Truan Senator Kenneth Armbrister Senator Mike Moncrief Senator Bill Ratliff Senator David Sibley ***** The Chair called the meeting to order at 7:50 am. There being a quorum present, the following business was transacted. Senator Harris passed the gavel to Senator Truan. The Chair laid out SB 898 and recognized the author, Senator Harris, to explain the bill. Senator Harris sent up Committee Amendment 1 and recognized Rita Arneil, representing Texas Legislative Council, who testified on the bill. Jonathan Davis, representing Texas Legislative Council, registered on the bill but did not testify. Senator Harris moved adoption of Committee Amendment 1. The motion carried with a vote of 6 ayes, 0 nays, and 1 absent. Senator Sibley moved that SB 898, as amended, be reported back to the Senate with the recommendation that it do pass and not be printed. The motion carried with a vote of 6 ayes, 0 nays, and 1 absent. Senator Harris moved that SB 898 be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. Senator Harris resumed the chair. The Chair laid out SB 973 and recognized the author, Senator Gonzalo Barrientos, to explain the bill. Senator Ratliff sent up Committee Amendment 1, there was discussion. Committee Amendment 1 was amended to read On page 5, line 17, between the word "justice," and "oil," add "military affairs," and "law enforcement,". Senator Truan moved adoption. The motion carried with a vote of 6 ayes, 0 nays, 1 absent. Senator Harris moved that SB 973, as amended, be reported back to the Senate with the recommendation that it do pass and be printed. Senator Moncrief moved that SB 973 be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. Senator Harris recognized Senator Moncrief to lay out SCR 8 for Senator Rodney Ellis. There was discussion. Etta R. Moore, representing Lone Star Girl Scout Council & all 19 Girl Scout Councils in Texas, testified in favor of the bill. Rick Crawford, representing State Preservation Board, testified on the bill. Senator Moncrief moved that SCR 8 be left pending; without objection, it was so ordered. Senator Harris passed the gavel to Senator Truan. The Chair laid out SB 1301 and recognized the author, Senator Harris, to explain the bill. Rick Crawford, representing State Preservation Board, testified on the bill. Major Randy Elliston, representing Dept. of Public Safety, testified on the bill. The Committee asked Rick Crawford to prepare a report on the proposed parking for the general public for the next two years with a chart showing existing and proposed parking garages. Senator Harris moved that SB 1301 be reported favorably to the full Senate with the recommendation that it do pass and be printed. The motion carried with a vote of 5 ayes, 0 nays, and 2 absent. Senator Harris moved that SB 1301 be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered. Senator Harris stated that the Committee would now take up bills recommended for placement on the Local and Uncontested Calendar. There was discussion. Senator Moncrief moved to certify all the bills on the list (attached) with the exception of SB 287 and SB 580. The motion carried with a vote of 5 ayes, 0 nays, 2 absent. Senator Harris announced that the Local Calendar would be 15 minutes after adjournment on Wednesday, March 26th. There being no further business, Senator Harris moved that the Committee stand recessed subject to the call of the Chair.
