E1.714 ***** Pursuant to a notice posted in accordance with Senate Rule 11.11, a public hearing of the Senate Committee on Administration was held on Tuesday, April 15, 1997 in Senate Admin. Comte. Ofc. E1.714, at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Chris Harris None Senator Carlos Truan Senator Kenneth Armbrister Senator J.E. Brown Senator Mike Moncrief Senator Bill Ratliff Senator David Sibley ***** The Chair called the meeting to order at 7:35 am. There being a quorum present, the following business was transacted. The Chair asked if there were any questions or discussion on the list of bills recommended for placement on the local and uncontested calendar. There was discussion. Senator Ratliff and Senator Truan asked if a vote could be taken on the bills already discussed so they could vote before they left for another meeting. Senator Moncrief moved to remove SB 397, SB 928, SB 1055, and SB 1065 from the list along with SB 1829, SB 1656, and SCR 51 which had been engrossed on 4/14/97. The motion carried with a vote of 7 ayes, 0 nays. There was additional discussion on several bills. Senator Moncrief moved to certify the list with the exception of the previously removed bills and SB 728, SB 1385 and SB 1581. The motion carried with a vote of 3 ayes, 0 nays. The Chair laid out SB 984 and recognized the author, Senator Mario Gallegos, Jr., to explain the bill. Senator Gallegos spoke on the bill and asked Anice Read to speak to the committee. Anice Read, representing Friends of the Texas Historical Commission, testified in favor of the bill. John L. Nau, III, Chairman of the Texas Historical Commission, testified in favor of the bill. Shirley Caldwell, representing the Texas Historical Commission, registered in favor of the bill but did not testify. Gerron Hite and Teresa O'Connell, representing the Texas Historical Commission, registered on the bill but did not testify. Senator Harris moved that SB 984 be left pending; without objection, it was so ordered. The Chair asked if there was any further business. There being no further business, Senator Harris moved that the Committee stand recessed subject to the call of the Chair.
