MINUTES SENATE COMMITTEE ON ADMINISTRATION Tuesday, April 29, 1997 7:30 am Admin. Comte. Office E1.714 ***** Pursuant to a notice posted in accordance with Senate Rule 11.11, a public hearing of the Senate Committee on Administration was held on Tuesday, April 29, 1997 in Admin. Comte. Office E1.714, at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Chris Harris Senator Carlos Truan Senator Kenneth Armbrister Senator Bill Ratliff Senator J.E. Brown Senator Mike Moncrief Senator David Sibley ***** The Chair called the meeting to order at 7:30 am. There being a quorum present, the following business was transacted. The following members arrived after the roll was called: Senator Carlos Truan Senator Bill Ratliff Senator Harris informed the committee that Senator Rodney Ellis had pulled SCR 53 from the agenda. Senator Harris stated he was of the opinion that decisions pertaining to interim studies needed to be left to the discretion of the Lt. Governor and the Speak of the House. He moved that the committee not hear any other resolutions that dealt with interim studies. Motion passed 5 ayes, 0 nays, 2 absent. Senator Brown asked that, if there were other resolutions asking for interim studies that were not going to be heard by this committee that they at least be combined and presented to the Lt. Governor at the end of session. The Chair laid out SB 984 and recognized Senator Armbrister who offered a committee substitute; Senator Armbrister explained the difference between the committee substitute and the bill as filed. Senator Moncrief moved adoption of the committee substitute, without objection it was so ordered Senator Moncrief moved that SB 984 do not pass but that CSSB 984 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a vote of 6 ayes, 0 nays, and 1 absent. Senator Moncrief moved that the bill be recommended for placement on the Local & Uncontested Calendar, without objection, it was so ordered. Senator Harris directed the committee to the handouts they'd been given. These handouts showed Comparisons of Work Flow from Last Session/Current Session and Statistics on 1995 vs. Statistics on 1997. He mentioned that these handouts reinforced the need to move the House Bills when the Senate received them because the House Bills are further along in the process. The committee felt strongly that a policy on this issue was not needed, however they did feel that members did need to be informed of the statistics. Senator Harris asked Ms. King and Susan Moore to work on a memo to the members. Senator Harris asked if there were questions or discussion on any of the bills listed for certification for the Local and Uncontested Calendar. There was discussion. Senator Moncrief moved to certify all the bills on the list with the exception of HB 930 passed on 4/28/97, HB 1092 passed on 4/25/97, SB 96 pulled by author, SB 525, SB 577, SB 924, SB 940, SB 1017 engrossed 4/28/97, SB 1099, SB 1302 pulled by author, SB 1335, SB 1387 engrossed 4/28/97 and SB 1596 engrossed 4/25/97. Motion passed 6 ayes, 0 nays and 1 absent. The pending issues of approval of requests for subscriptions to the Texas Agencies Newsletter and car guards working additional hours were not brought up for discussion. There being no further business, Senator Harris moved that the Committee stand recessed subject to the call of the Chair.
