Office E1.714 ***** Pursuant to a notice posted in accordance with Senate Rule 11.11, a public hearing of the Senate Committee on Administration was held on Tuesday, May 13, 1997 in Admin. Comte. Brown Senator Mike Moncrief Senator Bill Ratliff Senator David Sibley ***** The Chair called the meeting to order at 7:05 am. The following business was transacted. The Chair laid out HCR 21 and recognized the Senate sponsor, Senator Jeff Wentworth, to explain the bill. Senator Moncrief sent up Committee Amendment 1 and moved adoption; without objection, the amendment was adopted. Senator Moncrief moved that HCR 21, as amended, be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a vote of 5 ayes, 1 nay, 0 present not voting, and 1 absent. Senator Moncrief moved that the bill be recommended for placement on the Local & Uncontested Calendar, without objection, it was so ordered. The Chair laid out HB 1603 and recognized the Senate sponsor, Senator Florence Shapiro, to explain the bill. Senator Moncrief moved that HB 1603 be reported favorably to the full Senate with the recommendation that it do pass and be printed. The motion carried with a vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent. Senator Moncrief moved that the bill be recommended for placement on the Local & Uncontested Calendar, without objection, it was so ordered. The Chair laid out SCR 85 and recognized the author, Senator Sibley, to explain the bill. Senator Sibley sent up Committee Amendment 1 and moved adoption; without objection, the amendment was adopted. Senator Sibley moved that SCR 85, as amended, be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent. Senator Sibley moved that the bill be recommended for placement on the Local & Uncontested Calendar, without objection, it was so ordered. The Chair laid out HB 2841 and recognized the Senate sponsor, Senator Sibley, to explain the bill. Senator Sibley moved that HB 2841 be reported favorably to the full Senate with the recommendation that it do pass and not be printed. Senator Sibley moved that the bill be recommended for placement on the Local & Uncontested Calendar, without objection, it was so ordered. Senator Harris passed the gavel to Senator Armbrister. The Chair laid out HB 3517 and recognized the Senate sponsor, Senator Harris, to explain the bill. There was discussion and questions. Rick Crawford, Executive Director of the State Preservation Board, testified on the bill and answered questions. Senator Harris moved that HB 3517 be left pending; without objection, it was so ordered. The Chair laid out HB 10 and recognized the Senate sponsor, Senator Armbrister, to explain the bill. Senator Harris sent up Committee Amendment 1. David Skarke, with the Texas Legislative Council, spoke on the amendment and bill. Senator Harris moved adoption of Committee Amendment 1; without objection, the amendment was adopted. Senator Moncrief moved that HB 10, as amended, be reported back to the Senate with the recommendation that it do pass and not be printed. The motion carried with a vote of 6 ayes, 0 nays, 0 present not voting, and 1 absent. Senator Moncrief moved that the bill be recommended for placement on the Local & Uncontested Calendar, without objection, it was so ordered. Senator Harris resumed the chair and asked if there were any questions or discussion on any of the bills listed for certification on the Local and Uncontested Calendar. There was discussion. Senator Moncrief moved to certify all the bills on the list with the exception of HB 1085 left pending, HB 1279, HB 1280, HB 1422, HB 1808, HB 1989 passed 5/10/97, HB 2683, HB 2812 passed 5/12/97, HCR 109 passed 5/10/97, SB 1918 engrossed 5/12/97, SB 1919 engrossed 5/12/97 and SB 1938 engrossed 5/10/97. Motion passed 6 ayes, 0 nays, and 1 absent. There being no further business, Senator Harris moved that the Committee stand recessed subject to the call of the Chair.
