Pursuant to a notice posted in accordance with Senate Rule
11.11, a meeting of the Senate Committee on Economic
Development was held on Tuesday, January 28, 1997 in the Lt.
Governor's Committee Room, Austin, Texas.

The Chair called the meeting to order at 9:00 am. There being
a quorum present, the following business was transacted.
Chairman Sibley introduced the Economic Development Committee
staff members, and advised the members that the Committee will
be taking up a number of difficult issues during the upcoming
session.
At 9:05 am Senator Cain assumed the chair, laid out SB 249,
and recognized the author, Senator Sibley, to explain the
bill. Karey Barton, representing the Comptroller's Office,
testified as a resource on the bill. Karina Casari, Committee
Director of the Economic Development Committee, and Carolyn
Hall, representing the Texas Legislative Council, responded to
members' questions on the bill. The Chair read the names of
witnesses not wishing to testify but registering in favor of
the bill. All witnesses are shown on the attached witness
list. Senator Sibley sent up Committee Amendment 1 and moved
adoption; without objection, the amendment was adopted.
Senator Sibley moved that SB 249, as amended, be reported back
to the Senate with the recommendation that it do pass and be
printed. The motion carried with a vote of 10 ayes, 0 nays, 0
present not voting, and 1 absent.
At 9:14 am Senator Sibley resumed the chair.
There being no further business, at 9:15 am Chairman Sibley
moved that the Committee stand recessed subject to the call of
the Chair.
