MINUTES SENATE COMMITTEE ON ECONOMIC DEVELOPMENT Thursday, February 27, 1997 9:00 am Lt. Governor's Committee Room ***** Pursuant to a notice posted in accordance with Senate Rule 11.11, a public hearing of the Senate Committee on Economic Development was held on Thursday, February 27, 1997 in Lt. Governor's Committee Room, at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator David Sibley, Chairman Senator Florence Shapiro Senator David Cain, Vice Chairman Senator Robert Duncan Senator Rodney Ellis Senator Chris Harris Senator Tom Haywood Senator Eddie Lucio, Jr. Senator Frank Madla Senator Jerry Patterson Senator Eliot Shapleigh ***** The Chair called the meeting to order at 9:10 am. There being a quorum present, the following business was transacted. The Chair laid out CSSB 215 and recognized the author, Senator Nixon, to explain the bill. There was no testimony on the bill. Senator Haywood moved that SB 215 do not pass but that CSSB 215 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a vote of 9 ayes, 0 nays, 0 present not voting, and 2 absent. Senator Harris requested unanimous consent to certify the bill for Local & Uncontested Calendar; without objection, it was so ordered. The Chair laid out SB 216 and recognized the author, Senator Nixon, to explain the bill. Senator Harris sent up an amendment on SB 216 but the amendment was not adopted. Senator Sibley moved that SB 216 be left pending; without objection, it was so ordered. The Chair laid out the proposed CSSB 220 and recognized the author, Senator Bivins, to explain the bill. Chairman Sibley reminded the Committee that Committee Amendment 1 had been sent up by Senator Duncan at the hearing on February 20 but not adopted. The Chair called Shannon Ratliff, representing Texas Civil Justice League, to respond to members' questions on the amendment. There were additional proposed amendments to be sent up. Senator Harris moved that the Committee members be given time to review all proposed amendments; without objection, it was so ordered. Chairman Sibley announced that Committee members should submit amendments to the proposed CSSB 220 to the Committee office by Noon on Friday, February 28, for distribution to members Friday afternoon. The Chair then moved that proposed CSSB 220 be left pending; without objection, it was so ordered. At 9:45 am Senator Cain assumed the chair, laid out SB 275 and recognized the author, Senator Sibley. Senator Sibley sent up a committee substitute; the Chair recognized Senator Sibley to explain the difference between the committee substitute and the bill as filed. Senator Sibley moved that the committee substitute for SB 275 be adopted; without objection, it was so ordered. Senator Sibley moved that SB 275 do not pass but that CSSB 275 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a vote of 9 ayes, 0 nays, 0 present not voting, and 2 absent. At 9:50 am Senator Sibley resumed the chair and announced that CSSB 220 and amendments would be considered in Committee on Tuesday, March 4. Without objection, it was so ordered. There being no further business, at 9:55 am Senator Sibley moved that the Committee stand recessed subject to the call of the Chair.
