Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on Economic
Development was held on Tuesday, April 1, 1997 in the Senate
Chamber at Austin, Texas.

The Chair called the meeting to order at 9:10 am. There being
a quorum present, the following business was transacted.
The Chair laid out SB 445, which was pending in Committee,
and recognized the author, Senator Haywood. Senator Haywood
sent up a committee substitute and explained the difference
between the committee substitute and the bill as filed.
Senator Haywood then moved adoption of the committee
substitute; without objection, it was so ordered. The motion
carried with a vote of 8 ayes, 0 nays, 0 present not voting,
and 3 absent.
The Chair laid out SB 163, which was pending in Committee, and
recognized Senator Lucio, in the absence of the author,
Senator Zaffirini. Senator Lucio sent up a committee
substitute and explained the difference between the committee
substitute and the bill as filed. Senator Lucio then moved
adoption of the committee substitute; without objection, it
was so ordered. The motion carried with a vote of 8 ayes, 0
nays, 0 present not voting, and 3 absent.
The Chair laid out SB 70 and recognized the author, Senator
Haywood, to explain the bill. Senator Haywood sent up a
committee substitute; the Chair recognized Senator Haywood to
explain the difference between the committee substitute and
the bill as filed. Senator Haywood moved adoption of the
committee substitute, without objection, it was so ordered.
Mike Sheridan, representing the Texas Workforce Commission,
testified as a resource witness. The Chair read the names of
persons registering for and against the bill but not wishing
to testify. All witnesses are shown on the attached witness
list.
The Chair moved that CSSB 70 be left pending to await a
quorum; without objection it was so ordered. Upon arrival of
a quorum, Senator Duncan moved SB 70 do not pass but that CSSB
70 be reported back to the Senate with the recommendation that
it do pass and be printed. The motion carried with a vote of
7 ayes, 2 nays, 0 present not voting, and 2 absent.
At 10:10 am Senator Cain assumed the chair and laid out SB
1498, by Senator Sibley, and recognized Senator Madla, in the
absence of the author, to explain the bill. Witness
testifying and registering on the bill are shown on the
attached list. The Chair moved that SB 1498 be left pending
to await a quorum; without objection it was so ordered. Upon
arrival of a quorum, Senator Cain moved SB 1498 be reported
back to the senate with the recommendation that it do pass and
be printed. The motion carried with a vote of 9 ayes, 0 nays,
0 present not voting, and 2 absent.
The Chair laid out SB 1499 and recognized Senator Madla, in
the absence of the author, Senator Sibley, to explain the
bill. Witnesses testifying and registering on the bill are
shown on the attached list. Senator Sibley sent up a
committee substitute; the Chair recognized Senator Sibley to
explain the difference between the committee substitute and
the bill as filed. Senator Sibley moved adoption of the
committee substitute, without objection, it was so ordered.
Senator Sibley moved that SB 1499 do not pass but that CSSB
1499 be reported back to the Senate with the recommendation
that it do pass and be printed. There being objection, the
motion carried with a vote of 8 ayes, 1 nay, 0 present not
voting, and 2 absent.
At 1:40 pm Senator Sibley resumed the chair.
The Chair laid out SB 1162 and recognized the author, Senator
Carona, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list.
Senator Patterson sent up a committee substitute; the Chair
recognized Senator Carona to explain the difference between
the committee substitute and the bill as filed. Senator
Patterson moved adoption of the committee substitute, without
objection, it was so ordered. Senator Duncan moved that SB
1162 do not pass but that CSSB 1162 be reported back to the
Senate with the recommendation that it do pass and be printed.
The motion carried with a vote of 9 ayes, 0 nays, 0 present
not voting, and 2 absent.
The Chair laid out SB 706 and recognized the author, Senator
Patterson, to explain the bill.

the attached list. Senator Duncan moved that SB 706 be
reported favorably to the full Senate with the recommendation
that it do pass and be printed. The motion carried with a
vote of 6 ayes, 1 nay, 0 present not voting, and 4 absent.
The Chair laid out SB 865 and recognized the author, Senator
Patterson, to explain the bill. Senator Patterson sent up a
committee substitute; the Chair recognized Senator Patterson
to explain the difference between the committee substitute and
the bill as filed. Witnesses testifying and registering on
the bill are shown on the attached list. Senator Patterson
moved that SB 865 be left pending; without objection, it was
so ordered.

adoption; without objection, the amendment was adopted.

Senator Duncan moved that SB 1106, as amended, be reported
back to the Senate with the recommendation that it do pass and
be printed. The motion carried with a vote of 9 ayes, 0 nays,
2 present not voting, and 0 absent.

Harris, to explain the bill.

There being no further business, at 4:30 pm Senator Sibley
moved that the Committee stand recessed subject to the call of
the Chair. Without objection, it was so ordered.
