There being a quorum present, the following business was transacted. The Chair laid out SB 445, which was pending in Committee, and recognized the author, Senator Haywood. Senator Haywood sent up a committee substitute and explained the difference between the committee substitute and the bill as filed. Senator Haywood then moved adoption of the committee substitute; without objection, it was so ordered. The motion carried with a vote of 8 ayes, 0 nays, 0 present not voting, and 3 absent. The Chair laid out SB 163, which was pending in Committee, and recognized Senator Lucio, in the absence of the author, Senator Zaffirini. Senator Lucio sent up a committee substitute and explained the difference between the committee substitute and the bill as filed. Upon arrival of a quorum, Senator Duncan moved SB 70 do not pass but that CSSB 70 be reported back to the Senate with the recommendation that it do pass and be printed. At 10:10 am Senator Cain assumed the chair and laid out SB 1498, by Senator Sibley, and recognized Senator Madla, in the absence of the author, to explain the bill.
