         Pursuant to a notice posted in accordance with Senate Rule 
         11.11, a meeting of the Senate Committee on Intergovernmental 
         Relations was held on Wednesday, January 15, 1997 in Capitol 
         Extension E1.028 at Austin, Texas.

         Senator David Cain
         Senator John Carona
         Senator Mario Gallegos, Jr.
         Senator Jon Lindsay
         Senator Frank Madla
         Senator Mike Moncrief
         Senator Florence Shapiro
         Senator John Whitmire

         The Chair called the meeting to order at 2:00 pm.  There being 
         a quorum present, the following business was transacted.  
         
         The following members arrived after the roll was called:
         Senator John Carona
         Senator Mike Moncrief
         Senator Florence Shapiro
         Senator John Whitmire
         
         The Chair offered opening remarks and introduced the members 
         of the committee staff.
         
         The Chair laid out the committee rules and opened the floor 
         for discussion.
         
         Senator Shapiro discussed Rule 15 with a member of the staff.
         
         Senator Madla moved adoption of the committee rules.  Senator 
         Galloway seconded the motion.
         The motion carried by a roll call vote reflecting the 
         following:
         Ayes:  Lucio, Galloway, Cain, Carona, Gallegos, Lindsay, 
         Madla, Moncrief, Shapiro and Whitmire
         Nays:  None
         Absent: None
         
         There being no further business, at 2:09 pm Senator Shapiro 
         moved that the Committee stand recessed subject to the call of 
         the Chair.
