MINUTES SENATE COMMITTEE ON INTERGOVERNMENTAL RELATIONS Wednesday, February 5, 1997 2:00 pm Capitol Extension, Room E1.028 ***** Pursuant to a notice posted in accordance with Senate Rule 11.11, an public meeting of the Senate Committee on Intergovernmental Relations was held on Wednesday, February 5, 1997 in the Capitol Extension, Room E1.028, at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Eddie Lucio, Jr. Senator Florence Shapiro Senator Michael Galloway Senator David Cain Senator John Carona Senator Mario Gallegos, Jr. Senator Jon Lindsay Senator Frank Madla Senator Mike Moncrief Senator Steve Ogden Senator John Whitmire ***** The Chair called the meeting to order at 2:05 pm. There being a quorum present, the following business was transacted. The following members arrived after the meeting was convened: Senators Galloway, Carona, Moncrief, and Whitmire The Chair laid out SB 187 and recognized the author, Senator Madla, to explain the bill. Senator Madla sent up a committee substitute; the Chair recognized Senator Madla to explain the difference between the committee substitute and the bill as filed. A discussion followed. Senator Madla moved that SB 187 do not pass but that CSSB 187 be adopted in lieu thereof. There being no objection, it was so moved. Witnesses testifying and registering on the bill are shown on the attached list. Senator Madla moved that CSSB 187 be reported favorably to the full Senate with the recommendation that it do pass and be printed. The motion carried with a vote of 10 ayes, 0 nays, 0 present not voting, and 1 absent. The Chair laid out SB 205 and recognized the author, Senator Madla, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list. Senator Madla moved that SB 205 be reported favorably to the full Senate with the recommendation that it do pass and be printed. The motion carried with a vote of 10 ayes, 0 nays, 0 present not voting, and 1 absent. The Chair laid out SB 91 and recognized the author, Senator Patterson, to explain the bill. Senator Moncrief moved that SB 91 be reported favorably to the full Senate with the recommendation that it do pass and be printed. The motion carried with a vote of 10 ayes, 0 nays, 0 present not voting, and 1 absent. Senator Madla requested unanimous consent to certify the bill for Local & Uncontested Calendar; without objection, it was so ordered. At 2:22 pm Senator Galloway assumed the chair. The Chair laid out SB 199 and recognized Senator Lucio, Jr., in the absence of the author, to explain the bill and a proposed amendment. Witnesses testifying and registering on the bill are shown on the attached list. A discussion followed. Senator Lucio, Jr. moved that SB 199 be left pending; without objection, it was so ordered. At 2:49 pm Senator Lucio, Jr. resumed the chair. There being no further business, at 2:53 pm Senator Madla moved that the Committee stand recessed subject to the call of the Chair.
