         Pursuant to a notice posted in accordance with Senate Rule 
         11.11, a public hearing of the Senate Committee on 
         Intergovernmental Relations was held on Wednesday, February 
         19, 1997 in the Capitol Extension, Room E1.012, at Austin, 
         Texas.

         The Chair called the meeting to order at 2:00 pm.  There being 
         a quorum present, the following business was transacted.  
         
         The following members arrived after the roll was called:  
         Senators Cain, Ogden, Shapiro, and Whitmire 
         
         
         The Chair laid out SB 192 and recognized the author, Senator 
         Barrientos, to explain the bill.  
         
         Senator Moncrief sent up a committee substitute; the Chair 
         recognized Senator Barrientos to explain the difference 
         between the committee substitute and the bill as filed.  
         
         Witnesses registering on the bill are shown on the attached 
         list.  
         
         Senator Moncrief moved that CSSB 192 be adopted in lieu of the 
         original bill.  There being no objection, it was so moved.  
         
         Senator Moncrief moved that SB 192 do not pass but that CSSB 
         192 be reported back to the Senate with the recommendation 
         that it do pass and be printed. The motion carried with a vote 
         of 11 ayes, 0 nays, 0 present not voting, and 0 absent.  
         
         
         The Chair laid out SB 451 and recognized the author, Senator 
         Duncan, to explain the bill.  
         
         Senator Carona sent up a committee substitute; the Chair 
         recognized Senator Duncan to explain the difference between 
         the committee substitute and the bill as filed.  
         
         Senator Carona moved that CSSB 451 be adopted in lieu of the 
         original bill.  There being no objection, it was so moved.  
         
         Witnesses registering on the bill are shown on the attached 
         list.  
 
         





         
         Senator Carona moved that SB 451 do not pass but that CSSB 451 
         be reported back to the Senate with the recommendation that it 
         do pass and be printed. The motion carried with a vote of 11 
         ayes, 0 nays, 0 present not voting, and 0 absent.  
         
         Senator Carona requested unanimous consent to certify the bill 
         for Local & Uncontested Calendar; without objection, it was so 
         ordered.  
         
         
         The Chair laid out SB 199 and recognized Senator Moncrief, in 
         the absence of the author, to explain the bill.  
         
         Witnesses registering on the bill are shown on the attached 
         list.  
         
         Senator Moncrief moved that SB 199 be reported favorably to 
         the full Senate with the recommendation that it do pass and be 
         printed.  The motion carried with a vote of 11 ayes, 0 nays, 0 
         present not voting, and 0 absent.  
         
         Senator Moncrief requested unanimous consent to certify the 
         bill for Local & Uncontested Calendar; without objection, it 
         was so ordered.  
         
         
         The Chair laid out SB 307 and recognized the author, Senator 
         Madla, to explain the bill.  
         
         Senator Madla sent up a committee substitute; the Chair 
         recognized Senator Madla to explain the difference between the 
         committee substitute and the bill as filed.  
         
         Witnesses registering on the bill are shown on the attached 
         list.  The Chair moved that public testimony on SB 307 be 
         closed.  There being no objection, it was so ordered.
         
         Senator Madla moved that SB 307 be left pending; without 
         objection, it was so ordered.
         
         
         The Chair laid out SB 236 and recognized the author, Senator 
         Lindsay, to explain the bill.  
         
         Senator Lindsay sent up a committee substitute; the Chair 
         recognized Senator Lindsay to explain the difference between 
         the committee substitute and the bill as filed.  
         
         Senator Lindsay moved that CSSB 236 be adopted in lieu of the 
         original bill.  There being no objection, it was so moved.  
         
         Witnesses testifying and registering on the bill are shown on 
         the attached list.  
         
         Senator Lindsay moved that SB 236 do not pass but that CSSB 
         236 be reported back to the Senate with the recommendation 
         that it do pass and be printed. The motion carried with a vote 
         of 11 ayes, 0 nays, 0 present not voting, and 0 absent.  
         
         
         The Chair laid out SB 127 and SB 313 and recognized the 
         author, Senator Galloway, to explain the bills.
         
         Senator Galloway sent up a committee substitute for SB 127; 
         the Chair recognized Senator Galloway to explain the 
         difference between the committee substitute and the bill as 
         filed.  
         
         Senator Galloway moved that CSSB 127 be adopted in lieu of the 
         original bill.  There being no objection, it was so moved.  
         
 
         





         Witnesses testifying and registering on the bills are shown on 
         the attached list.  The Chair moved that public testimony on 
         CSSB 127 and SB 313 be closed.  There being no objection, it 
         was so ordered.  
         
         During the course of testimony the following actions took 
         place: 
                At 3:45 pm Senator Lindsay assumed the chair.  At 3:50 pm Senator Lucio, Jr. resumed the 
              chair.
               At 4:10 pm Senator Gallegos, Jr. assumed the chair.  At 4:15 pm Senator Lucio, Jr. resumed the 
              chair.  
               At 5:45 pm Senator Carona assumed the chair.  At 5:55 pm Senator Lucio, Jr. resumed the 
              chair.  
         
         Senator Lucio, Jr. moved that SB 127 and SB 313 be left pending; without objection, it was so ordered.
         
         There being no further business, at 6:10 pm Senator Lucio, Jr. moved that the Committee stand recessed 
         subject to the call of the Chair.  Without objection, it was so ordered.
