         Pursuant to a notice posted in accordance with Senate Rule 
         11.11, a public hearing of the Subcommittee on SB 313 was held 
         on Monday, March 3, 1997 in the Capitol Extension, Room E1.028, 
         at Austin, Texas.

         Senator Michael Galloway, Chair         None
         Senator David Cain                      
         Senator Mario Gallegos, Jr.             
         Senator Jon Lindsay                     
         Senator John Whitmire

         The Chair called the meeting to order at 10:40 am.  There being 
         a quorum present, the following business was transacted:  
         
         At 10:42 am Senator Lindsay assumed the chair.  
         
         The Chair laid out SB 313 and recognized the author, Senator 
         Galloway, to explain the bill.  
         
         The Chair moved that the Subcommittee stand at ease.  The being 
         no objection the, Subcommittee stood at ease from 10:45 am until 
         10:55 am.
          
         Senator Galloway sent up Committee Amendment 1 and explained the 
         measure.
           
         Senator Galloway moved for adoption of Committee Amendment No. 
         1.  The motion failed by a vote of 2 ayes, 2 nays, 1 present not 
         voting, and 0 absent.  
         *The vote on Committee Amendment No. 1 was left open pending the 
         arrival of Senator Cain.
         
         At 10:55 am Senator Galloway resumed the chair and moved that 
         the Subcommittee recess until adjournment of the full Senate. 
         There being no objection, the Subcommittee recessed.  
         
         The Subcommittee reconvened at 1:25 pm.
         
         At 1:26 pm Senator Lindsay assumed the chair.  
         
         Senator Galloway moved that SB 313, as filed, be reported back 
         to the Committee.  The motion carried with a vote of 3 ayes, 2 
         nays, 0 present not voting, and 0 absent.  
         
         At 1:28 pm Senator Galloway resumed the chair.  
         
         There being no further business, at 1:29 pm Senator Galloway 
         moved that the Committee be adjourned. Without objection, it was 
         so ordered.
