Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on
Intergovernmental Relations was held on Monday, April 7, 1997
in the Capitol Extension, Room E1.028, at Austin, Texas.

The Chair called the meeting to order at 9:05 am. There being
a quorum present, the following business was transacted.
The following members arrived after the meeting convened:
Galloway, Cain, Carona, Ogden and Whitmire.
The Chair laid out SB 489 and recognized the author, Senator
Madla, to explain the bill. Senator Madla explained the bill.
Witnesses testifying and registering on the bill are shown on
the attached list.
The Chair moved that SB 489 be left pending to await a quorum;
without objection it was so ordered. Upon arrival of a
quorum, Senator Madla moved SB 489 be reported back to the
senate with the recommendation that it do pass and be printed.
The motion carried with a vote of 11 ayes, 0 nays, 0 present
not voting, and 0 absent.
The Chair laid out SB 1179 and recognized the author, Senator
Madla, to explain the bill. Senator Madla explained the bill.

The Chair moved that SB 1179 be left pending to await a
quorum; without objection it was so ordered. Upon arrival of
a quorum, Senator Madla moved SB 1179 be reported back to the
senate with the recommendation that it do pass and be printed.

not voting, and 0 absent.
Senator Madla moved that the bill be recommended for placement
on the Local & Uncontested Calendar, without objection, it was
so ordered.
The Chair laid out SB 1762 and recognized the author, Senator
Moncrief, to explain the bill. Senator Moncrief explained the
bill.
Senator Moncrief sent up a committee substitute; the Chair
recognized Senator Moncrief to explain the difference between
the committee substitute and the bill as filed. Senator
Moncrief explained the difference.

The Chair moved that SB 1762 be left pending to await a
quorum; without objection it was so ordered. Upon arrival of
a quorum, Senator Moncrief moved adoption of the committee
substitute, without objection, it was so ordered.
Senator Moncrief moved that SB 1762 do not pass but that CSSB
1762 be reported back to the Senate with the recommendation
that it do pass and be printed. The motion carried with a
vote of 11 ayes, 0 nays, 0 present not voting, and 0 absent.
The Chair laid out SCR 50 and recognized the author, Senator
Truan, to explain the bill. Senator Truan explained the
resolution.

Senator Moncrief moved that SCR 50 be left pending; without
objection, it was so ordered.
The Chair laid out SB 1865 and recognized the author, Senator
Armbrister, to explain the bill. Senator Armbrister explained

At 10:07 am, the Chair moved that the Committee stand at ease

At 12:55 pm Senator Lucio, Jr. resumed the chair and the
Committee reconvened at the Chair's desk on the floor of the
Senate Chamber.

Senator Madla moved to reconsider Committee Amendment 1 which
was adopted at a previous meeting. There being no objection,
it was so ordered.
Senator Madla moved to table Committee Amendment 1; without
objection, it was so ordered.
Senator Moncrief moved that SB 1828 be reported favorably to
the full Senate with the recommendation that it do pass and be
printed. The motion carried with a vote of 11 ayes, 0 nays, 0
present not voting, and 0 absent.
There being no further business, at 1:09 pm Senator Moncrief
moved that the Committee stand recessed subject to the call of
the Chair. Without objection, it was so ordered.
