Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on
Intergovernmental Relations was held on Monday, April 14, 1997
in the Capitol Extension, Room E1.028, at Austin, Texas.

The Chair called the meeting to order at 9:10 pm. There being
a quorum present, the following business was transacted.
The following members arrived after the meeting was convened:
Senators Cain, Gallegos, Jr., Madla, Ogden, and Shapiro
The Chair laid out SB 704 and recognized the author, Senator
Lindsay, to explain the bill. Senator Lindsay explained the
bill.
The Chair laid out SB 934 and recognized the author, Senator
Lindsay, to explain the bill. Senator Lindsay explained the
bill.
The Chair laid out SB 955 and recognized the author, Senator
Lindsay, to explain the bill. Senator Lindsay explained the
bill.
The Chair laid out SB 956 and recognized the author, Senator
Lindsay, to explain the bill. Senator Lindsay explained the
bill.
The Chair laid out SB 1166 and recognized the author, Senator
Lindsay, to explain the bill. Senator Lindsay explained the
bill.
The Chair laid out SB 1397 and recognized the author, Senator
Lindsay, to explain the bill. Senator Lindsay explained the
bill.
Senator Lindsay sent up Committee Amendment 1 and moved
adoption; without objection, the amendment was adopted.
Senator Galloway moved to reconsider the vote on Committee
Amendment 1. Without objection, it was so ordered.
The Chair moved to leave Committee Amendment 1 pending
awaiting corrections. Without objection it was so ordered.
Upon making appropriate corrections, Senator Lindsay moved
adoption of Committee Amendment 1. Without objection, it was
so ordered.
The Chair laid out SB 1398 and recognized the author, Senator
Lindsay, to explain the bill. Senator Lindsay explained the
bill.
The Chair laid out SB 1399 and recognized the author, Senator
Lindsay, to explain the bill. Senator Lindsay explained the
bill.
The Chair laid out SB 1602 and recognized the author, Senator
Lindsay, to explain the bill. Senator Lindsay explained the
bill.
Senator Lindsay sent up Committee Amendment 1 and moved
adoption; without objection, the amendment was adopted.
At 9:22 am Senator Galloway assumed the chair.
Witnesses testifying and registering on the bills are shown on
the attached list.
At 9:30 am Senator Lucio, Jr. resumed the chair.
The Chair closed public testimony on SB 704, SB 934, SB 955,
SB 956, SB 1166, SB 1397, SB 1398, SB 1399 and SB 1602.
Senator Lucio, Jr. moved that SB 704, SB 934, SB 955, SB 956,
SB 1166, SB 1397, SB 1398, SB 1399 and SB 1602 be left
pending; without objection, it was so ordered.
There being no further business, at 10:59 am Senator Galloway
moved that the Committee stand recessed subject to the call of
the Chair. Without objection, it was so ordered.
