Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on
Intergovernmental Relations was held on Wednesday, April 16,
1997 in the Capitol Extension, Room E1.028, at Austin, Texas.

In the absence of the Chair and Vice Chair, Senator Gallegos,
Jr. called the meeting to order at 2:20 pm. The following
business was transacted.
Having stood at ease, the following members arrived after the
meeting was convened: Senators Lucio, Jr., Galloway, Cain,
Carona, Lindsay, Madla, Moncrief, Ogden, and Whitmire.
The Chair laid out SB 1843 and recognized the author, Senator
Harris, to explain the bill. Senator Harris explained the
bill and a proposed committee substitute.
Witnesses testifying and registering on the bill are shown on
the attached list.
The Chair moved that SB 1843 be left pending to await a
quorum; without objection it was so ordered. Upon arrival of
a quorum, Senator Cain sent up a committee substitute which
was previously explained by Senator Harris. Senator Cain
moved adoption of the committee substitute, without objection,
it was so ordered.
Senator Gallegos, Jr. moved that SB 1843 do not pass but that
CSSB 1843 be reported back to the Senate with the
recommendation that it do pass and be printed. The motion
carried with a vote of 9 ayes, 0 nays, 0 present not voting,
and 2 absent.
Senators Galloway, Carona and Ogden asked for unanimous
consent to be shown voting "Aye"; without objection, it was so
ordered.
Senator Gallegos, Jr. moved that the bill be recommended for
placement on the Local & Uncontested Calendar, without
objection, it was so ordered.
The Chair laid out HB 1979 and recognized the Senate sponsor,
Senator Brown, to explain the bill. Senator Brown explained
the bill.
The Chair moved that HB 1979 be left pending to await a
quorum; without objection it was so ordered. Upon arrival of

The Chair referred SB 704, SB 934, SB 955, SB 956, SB 1166, SB
1397, SB 1398, SB 1399, and SB 1602 to the Subcommittee on
Annexation for further consideration. The Chair appointed
Senator Moncrief as Chair of the subcommittee and Senators
Gallegos, Jr. and Lindsay as members of the subcommittee.
There being no further business, at 4:20 pm Senator Moncrief
moved that the Committee be adjourned. Without objection, it
was so ordered.
