Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on
Intergovernmental Relations was held on Monday, April 21, 1997
in the Capitol Extension, Room E1.028, at Austin, Texas.

The Chair called the meeting to order at 9:00 am. The
following business was transacted.
Having stood at ease, the following members arrived after the
roll was called: Senators Galloway, Cain, Gallegos, Jr.,
Madla, Moncrief, Ogden, Shapiro, and Whitmire.
The Chair laid out SB 1782 and recognized the author, Senator
Lindsay, to explain the bill. Senator Lindsay explained the
bill.
Witnesses testifying and registering on the bill are shown on
the attached list.
The Chair moved that SB 1782 be left pending to await a
quorum; without objection it was so ordered. Upon arrival of
a quorum, Senator Lindsay moved SB 1782 be reported back to
the senate with the recommendation that it do pass and be
printed. The motion carried with a vote of 11 ayes, 0 nays, 0
present not voting, and 0 absent.
Senator Lindsay moved that the bill be recommended for
placement on the Local & Uncontested Calendar, without
objection, it was so ordered.
At 9:04 am Senator Carona assumed the chair.
The Chair laid out HB 1474 and recognized the Senate sponsor,
Senator Lucio, Jr., to explain the bill. Senator Lucio, Jr.
explained the bill.
Senator Lucio, Jr. sent up Committee Amendment 1 and explained
the amendment.

quorum; without objection it was so ordered. Upon arrival of
a quorum, Senator Lucio, Jr. moved adoption of Committee
Amendment 1; without objection, the amendment was adopted.
Senator Carona moved that HB 1474, as amended, be reported
back to the Senate with the recommendation that it do pass and
be printed. The motion carried with a vote of 11 ayes, 0
nays, 0 present not voting, and 0 absent.
Senator Carona moved that the bill be recommended for
placement on the Local & Uncontested Calendar, without
objection, it was so ordered.

in the absence of the Senate sponsor, to explain the bill.

The Chair moved that HB 901 be left pending to await a quorum;
without objection it was so ordered.
At 9:40 am, Senator Lucio, Jr. resumed the Chair and moved
that the Committee stand at ease for 10 minutes to await the
arrival of a quorum; there being no objection, the committee
stood at ease until 9:48 am.
Upon arrival of a quorum, Senator Cain moved HB 901 be
reported back to the senate with the recommendation that it do
pass and be printed. The motion carried with a vote of 10
ayes, 0 nays, 0 present not voting, and 1 absent.
Senator Cain moved that the bill be recommended for placement
on the Local & Uncontested Calendar, without objection, it was
so ordered.
There being no further business, at 9:51 am Senator Madla
moved that the Committee stand recessed subject to the call of
the Chair. Without objection, it was so ordered.
