Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on
Intergovernmental Relations was held on Wednesday, April 23,
1997 in the Capitol Extension, Room E1.028, at Austin, Texas.

The Chair called the meeting to order at 2:35 pm. The
following business was transacted:
Having stood at recess, the following members arrived after
the roll was called: Senators Galloway, Cain, Carona,
Gallegos, Jr., Lindsay, Madla, Moncrief, Ogden, and Whitmire.
The Chair announced that HB 1638, at the request of its
author, would not be heard.
The Chair laid out SJR 47 and recognized the author, Senator
Sibley, to explain the bill.
Witnesses testifying and registering on the bill are shown on
the attached list.
The Chair moved that SJR 47 be left pending to await a quorum;
without objection it was so ordered. Upon arrival of a
quorum, Senator Gallegos, Jr. moved SJR 47 be reported back to
the senate with the recommendation that it do pass and be
printed. The motion carried with a vote of 9 ayes, 2 nays, 0
present not voting, and 0 absent.
The Chair laid out HB 2277 and recognized the Senate sponsor,
Senator Haywood, to explain the bill.

The Chair moved that HB 2277 be left pending to await a
quorum; without objection it was so ordered. Upon arrival of
a quorum, Senator Gallegos, Jr. moved HB 2277 be reported back

Senator Carona moved that the bill be recommended for
placement on the Local & Uncontested Calendar, without
objection, it was so ordered.

At 4:15 pm Senator Lucio, Jr. resumed the chair.

The Chair laid out SB 1434 and recognized the author, Senator
Wentworth, to explain the bill.

The Chair recognized Senator Madla for a parliamentary
inquiry. Senator Madla raised a point of order on SJR 40 and
SB 1434.
The Committee stood at ease in order to allow examination of
the rules in relation to the inquiry.
The Committee reconvened and Senator Madla withdrew his point
of order, thus waiving his request for a ruling at the present
time.
Senator Lindsay sent up Committee Amendment 1.
The Chair closed public testimony and referred SB 1434 and SJR
40 to the Subcommittee on City/County Consolidation for
further consideration. The Chair appointed Senator Madla as
Chair of the subcommittee and Senators Galloway and Gallegos,
Jr. as members of the subcommittee.
At 5:10 pm Senator Galloway assumed the chair.
The Chair laid out SB 18 and recognized the author, Senator
Gallegos, Jr., to explain the bill.

recommendation that it do pass and be printed. The motion

The Chair announced that, at the request of the Senate
Sponsor, Senator Armbrister, public testimony would be taken
on HB 1638.
