                 SENATE COMMITTEE ON INTERGOVERNMENTAL RELATIONS 
                            Thursday, April 24, 1997

         Pursuant to suspension of Senate Rule 11.11, a public hearing  
         of the Senate Committee on Intergovernmental Relations was  
         held on Thursday, April 24, 1997 in the Senate Chamber at  
         Austin, Texas.

         The Chair called the meeting to order at 3:15 pm.  There being  
         a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:   
         none. 
          
         At 3:16 pm Senator Galloway assumed the chair.   
          
         Having adopted the committee substitute at a the meeting on  
         March 23rd, the Chair laid out CSSB 1455 and recognized the  
         author, Senator Lucio, Jr., to explain the bill.  Senator  
         Lucio explained the substitute.   
          
         A brief discussion followed. 
          
         Senator Lucio, Jr. moved that SB 1455 do not pass but that  
         CSSB 1455 be reported back to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a vote of 7 ayes, 2 nays, 0 present not voting,  
         and 2 absent.   
          
         At 3:20 pm Senator Lucio, Jr. resumed the chair.   
          
         There being no further business, at 3:20 pm Senator Galloway  
  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
