Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on
Intergovernmental Relations was held on Monday, April 28, 1997
in the Capitol Extension, Room E1.028, at Austin, Texas.

The Chair called the meeting to order at 9:02 am. The
following business was transacted.
Having stood at ease, the following members arrived after the
roll was called: Senators Cain, Gallegos, Jr., Moncrief,
Shapiro, and Whitmire.
At 9:03 am Senator Galloway assumed the chair.
The Chair laid out SB 1930 and recognized Senator Lucio, Jr.,
in the absence of the author, to explain the bill.
Senator Lucio, Jr. sent up a committee substitute; the Chair
recognized Senator Lucio, Jr. to explain the difference
between the committee substitute and the bill as filed. The
Chair moved that SB 1930 be left pending to await a quorum;
without objection it was so ordered. Upon arrival of a
quorum, Senator Carona moved adoption of the committee
substitute, without objection, it was so ordered.
Witnesses testifying and registering on the bill are shown on
the attached list.
Senator Galloway moved that SB 1930 do not pass but that CSSB
1930 be reported back to the Senate with the recommendation
that it do pass and be printed. The motion carried with a
vote of 10 ayes, 0 nays, 0 present not voting, and 1 absent.
Senator Gallegos, Jr. moved that the bill be recommended for
placement on the Local & Uncontested Calendar, without
objection, it was so ordered.
At 9:07 am Senator Lucio, Jr. resumed the chair.
The Chair laid out HB 2185 and recognized the Senate sponsor,
Senator Carona, to explain the bill.
Senator Carona sent up a committee substitute; the Chair
recognized Senator Carona to explain the difference between
the committee substitute and the bill as filed. Senator
Carona moved adoption of the committee substitute, without
objection, it was so ordered.

Senator Carona moved that HB 2185 do not pass but that CSHB
2185 be reported back to the Senate with the recommendation
that it do pass and be printed. The motion carried with a
vote of 10 ayes, 0 nays, 0 present not voting, and 1 absent.
Senator Carona moved that the bill be recommended for
placement on the Local & Uncontested Calendar, without
objection, it was so ordered.
The Chair laid out HB 2692 and recognized the Senate sponsor,
Senator Carona, to explain the bill.

full Senate with the recommendation that it do pass and be

objection, it was so ordered.
The Chair laid out HB 1567 and recognized the Senate sponsor,
Senator Madla, to explain the bill.
At 9:19 am Senator Galloway assumed the chair.

full Senate with the recommendation that it do pass and be
printed. The motion carried with a vote of 10 ayes, 0 nays, 0

so ordered.

Shapiro, to explain the bill.

Shapiro, to explain the bill.

Shapiro moved adoption of the committee substitute, without
objection, it was so ordered.
At 9:37 am Senator Lucio, Jr. resumed the chair.

objection, it was so ordered.
The Chair laid out HB 463 and recognized the Senate sponsor,
Senator Galloway, to explain the bill.

The Chair laid out HB 708 and recognized the Senate sponsor,
Senator Lindsay, to explain the bill.
Senator Lindsay sent up Committee Amendment 1 and moved
adoption; without objection, the amendment was adopted.

Senator Lindsay moved that HB 708, as amended, be reported
back to the Senate with the recommendation that it do pass and
be printed. The motion carried with a vote of 10 ayes, 0

placement on the Local & Uncontested Calendar, without
objection, it was so ordered.
The Chair laid out HCR 29 and recognized Senator Carona, in
the absence of the Senate sponsor, to explain the bill.

Senator Carona moved that HCR 29 be reported favorably to the
full Senate with the recommendation that it do pass and be
printed. The motion carried with a vote of 10 ayes, 0 nays, 0
present not voting, and 1 absent.
No action was taken on SB 10, SB 528, SB 529 and SB 1799.
There being no further business, at 9:55 am Senator Moncrief
moved that the Committee stand recessed subject to the call of
the Chair. Without objection, it was so ordered.
