         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on  
         Intergovernmental Relations was held on Tuesday, April 29,  
         1997 in the Capitol Building, Room 3.E4, at Austin, Texas.

         Senator Mike Moncrief, Chair             None 
         Senator John Lindsay 
         Senator John Whitmire

         The Chair called the meeting to order at 2:00 pm.  There being  
         a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:   
         Senator Whitmire  
          
         The Chair announced that public testimony was closed at a  
         prior meeting of the full committee, therefore, no public  
         testimony would be taken. 
          
         The Chair laid out SB 704 and recognized the author, Senator  
         Lindsay, to explain the bill.   
          
         Senator Lindsay moved that SB 704 be reported favorably to the  
         full Senate with the recommendation that it do pass and be  
         printed.  The motion carried with a vote of 3 ayes, 0 nays, 0  
         present not voting, and 0 absent.   
          
         The Chair laid out SB 1166 and recognized the author, Senator  
         Lindsay, to explain the bill.   
          
         Senator Lindsay moved that SB 1166 be reported favorably to  
         the full Senate with the recommendation that it do pass and be  
         printed.  The motion carried with a vote of 3 ayes, 0 nays, 0  
         present not voting, and 0 absent.   
          
         The Chair laid out SB 1398 and recognized the author, Senator  
         Lindsay, to explain the bill.   
          
         Senator Lindsay moved that SB 1398 be reported favorably to  
         the full Senate with the recommendation that it do pass and be  
         printed.  The motion carried with a vote of 3 ayes, 0 nays, 0  
         present not voting, and 0 absent.   
          
         The Chair moved that SB 934, SB 955, SB 956, SB 1397, SB 1399  
         and SB 1602 be left pending; without objection, it was so  
         ordered. 
          
         There being no further business, at 2:11 pm Senator Lindsay  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
