Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on
Intergovernmental Relations was held on Monday, May 12, 1997
in the Capitol Extension, Room E1.028, at Austin, Texas.

The Chair called the meeting to order at 9:00 pm. There being
a quorum present, the following business was transacted.
The following members arrived after the roll was called:
Senators Galloway, Cain, and Gallegos, Jr.
The Chair laid out HB 2083 and recognized the Senate sponsor,
Senator Wentworth, to explain the bill.
The Chair moved that HB 2083 be left pending to await a
quorum; without objection it was so ordered. Upon arrival of
a quorum, Senator Gallegos, Jr. moved HB 2083 be reported back
to the senate with the recommendation that it do pass and be
printed. The motion carried with a vote of 9 ayes, 0 nays, 0
present not voting, and 2 absent.
The Chair laid out HB 2335 and recognized the Senate sponsor,
Senator Harris, to explain the bill.
Senator Lindsay sent up a committee substitute; the Chair
recognized Senator Harris to explain the difference between
the committee substitute and the bill as filed.
Witnesses testifying and registering on the bill are shown on
the attached list.
The Chair moved that HB 2335 be left pending to await a
quorum; without objection it was so ordered. Upon arrival of
a quorum, Senator Moncrief moved adoption of the committee
substitute, without objection, it was so ordered.
Senator Moncrief moved that HB 2335 do not pass but that CSHB
2335 be reported back to the Senate with the recommendation
that it do pass and be printed. The motion carried with a
vote of 9 ayes, 0 nays, 0 present not voting, and 2 absent.
Senator Moncrief moved that the bill be recommended for
placement on the Local & Uncontested Calendar, without
objection, it was so ordered.
The Chair laid out HB 1401 and recognized the Senate sponsor,
Senator Harris, to explain the bill.
Senator Carona sent up a committee substitute; the Chair
recognized Senator Harris to explain the difference between
the committee substitute and the bill as filed. Senator

At 9:12 am Senator Galloway assumed the chair.

At 3:30 pm, the Chair moved that the Committee stand at ease
until 4:15 pm.
At 4:15 pm, the Committee reconvened to vote on the bills
before them.
No action was taken on SB 1941, SB 1434 and SJR 40. The rules
were suspended to take up and consider HB 2049 and SB 1952.
There being no further business, at 4:30 pm Senator Galloway
moved that the Committee stand recessed subject to the call of
the Chair. Without objection, it was so ordered.
