Pursuant to a notice posted in accordance with Senate Rule 11.11, a
public hearing of the Senate Committee on Intergovernmental
Relations was held on Thursday, November 20, 1997 in McAllen City
Hall, at McAllen, Texas.

Chairman Lucio called the meeting to order at 10:06 am. The
following business was transacted.
The following members arrived after the roll was called: none.
Other members of the legislature who participated in the discussion

Chairman Lucio recognized the following witnesses:
Arnette, Bill, representing the City of San Antonio, testified on
the interim charge.
Darling, James, representing the City of McAllen, testified on the
interim charge.
Davilla, Manuel, representing Staff Operations for Southwestern
Bell, testified on the interim charge.
Flores, Henry, representing Texas Telephone Association, testified
on the interim charge.
Milford, John, representing the City of Edinburg, testified on the
interim charge.
Montalvo, Leo, representing the City of McAllen, gave opening
remarks.
Ochoa, Joe, representing the City of Edinburg, testified on the
interim charge.
Prim, Natalie, representing the City of Harlingen, testified on the
interim charge.
Wood, John, representing the City of Brownsville, testified on the
interim charge.
A brief discussion followed.
Chairman Lucio recognized the following witnesses who registered but
did not testify:
Igo, Shanna, representing Texas Municipal League.
Wecker, Ivan, representing the City of Brownsville.
There being no further business, 12:35 pm Chairman Bill Carter moved
that the Committee stand recessed subject to the call of the Chair.
Without objection, it was so ordered.
