MINUTES Legislative Committee on Municipal Franchise Agreements for Telecommunications Utilities Wednesday, May 27, 1998 9:00 am Lubbock City Council Chambers ***** Pursuant to a notice posted in accordance with Senate Rule 11.11, a public hearing of the Interim Committee on Municipal Franchise Agreements for Telecommunications Utilities was held on Wednesday, May 27, 1998 at Lubbock City Council Chambers, in Lubbock, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Eddie Lucio, Jr. Senator Florence Shapiro Senator David Sibley Representative Steven Wolens Representative Bill Carter Representative Fred Hill ***** Chairman Lucio called the meeting to order at 9:05 am. The following members arrived after the roll was called: none. Other members of the legislature who attended the hearing were: Speaker Pete Laney, Senator Robert Duncan, and Representative Delwin Jones. The following business was transacted. Chairman Lucio and Chairman Carter gave opening remarks. Chairman Lucio recognized the following witnesses: Sitton, Windy, representing the City of Lubbock, gave opening remarks and testified on the interim charge. Fields, Jack, representing Twenty First Century Group, testified on the interim charge. At 9:40 am Chairman Carter assumed the chair. Wood, Patrick H., representing Public Utility Commission, testified on the interim charge. Burgess, Anita, representing the City of Lubbock, testified on the interim charge. Burdine, Richard, representing the City of Lubbock, testified on the interim charge. Jeffers, James, representing the City of Plainview, testified on the interim charge. At 10:40 am Chairman Lucio resumed the chair. Strom, Richard, representing MCI, testified on the interim charge. Land, Charles, representing Texas Association of Long Distance Telephone, testified on the interim charge. At 11:10 am Carter assumed the chair. Mundy, William, representing AT&T, testified on the interim charge. Morgan, Russell, representing AT&T, testified on the interim charge. Hunt, Barbara R., representing Southwestern Bell Telephone Company, testified on the interim charge. Dukes, Jackie, representing La WArd Cellular, testified on the interim charge. Tomsu, Mike, representing 360 Communications/GTE Wireless, testified on the interim charge. At 12:00 pm Chairman Lucio resumed the chair. A brief discussion followed. Chairman Lucio closed public testimony. Chairman Lucio recognized the following witnesses who registered but did not testify: Brown, Gary, representing the City of Floydada. Chairman Lucio announced that this would be our last out of town hearing and that our next hearing or workshop would be in Austin but the date is not yet known. There being no further business, at 12:00 pm Representative Hill moved that the Committee stand recessed subject to the call of the Chair.
