         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Hopwood,  
         State Contract & Employment Practices was held on Tuesday,  
         June 30, 1998 in the Capitol Extension, Room E1.028, at  
         Austin, Texas.

         The Chair called the meeting to order at 10:00 am.  The  
         following business was transacted.   
          
         THE FOLLOWING MEMBERS ARRIVED AFTER THE ROLL WAS CALLED:

         Senator David Sibley was also present. 
          
         The Chair called the following witnesses to testify regarding  
         Historically Underutilized Businesses (HUBs): 
          
              Mr. Tim Warren, Director, Small & Minority Business  
         Program, City of Austin 
              Mr. Thomas R. Bohuslav, Director of Construction, Texas  
         Department of Transportation (TxDOT) 
              Mr. James Dossett, Director of Business Opportunity  
         Programs, TxDOT  
              Mr. Efrem Casarez, Disadvantaged Business Enterprise  
         Compliance Officer, TxDOT 
              Ms. Robin Smith, State Auditor's Office

         At 12:40 p.m., Senator Barrientos moved that the Committee  
         stand recessed until 1:30 p.m.  There being no objection, it  
         was so ordered. 
          
         The Chair called the Committee back to order at 1:30 p.m. 
          
         On a motion by Senator Ellis, seconded by Senator Barrientos,  
         and without objection, the Committee approved the minutes from  
         the May 26, 1998 meeting. 
          
         The Chair called the following witnesses to testify:

         Mexican-American Chambers of Commerce   
              Mr. Jack Kern, Chief Financial Officer, Ginny's Printing  
         and Copying

         There being no further business, at 3:25 pm Senator Ellis  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
