                              & EMPLOYMENT PRACTICES

         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Hopwood,  
         State Contract & Employment Practices was held on Tuesday,  
         July 14, 1998 in University of Houston Hilton, at Houston,  
         Texas.

         The Chair called the meeting to order at 10:05 am.  The  
         following business was transacted.   
          
         THE FOLLOWING MEMBERS ARRIVED AFTER THE ROLL WAS CALLED:  
           
              Senator Rodney Ellis 
          
         Opening remarks were made by Senator Barrientos, Chairman  
         Lanier, and Senator Ellis. 
          
         On a motion by Senator Barrientos, seconded by Senator Madla,  
         and without objection, the minutes from the June 30, 1998  
         meeting were approved. 
          
         The Chair recognized Dr. Edward P. Sheridan of the University  
         of Houston to welcome the Committee to the university. 
          
         Senator Mario Gallegos was present. 
          
         The Chair recognized the following persons to testify: 
          
              Harry M. Reasoner, Vinson & Elkins, regarding the Hopwood  
         appeal; 
              Dr. Billy M. Ballard, UTMB, regarding admissions; 
              Mr. Richard Torres, Hispanic Chamber of Commerce,  
         regarding contracting 
                   opportunities and higher education opportunities; 
  
              Mr. Xavier Lemond, Texas Commission on a Representative  
         Student Body,  
                   regarding Hopwood issues; and 
              The Hon. Dwight Jefferson, Texas Commission on a  
         Representative Student Body,  
                   regarding a status report on the Commission's work. 
          
         On a motion by Senator Barrientos and without objection, the  
         Committee recessed at 12:30 p.m. until 1:15 p.m. 
          
         The Chair called the Committee back to order at 1:20 p.m.,  
         asked if there was anyone present wishing to testify, and no  
         one came forward. 
          
         There being no further business, at 1:25 pm Senator Madla  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
