MINUTES SENATE COMMITTEE ON EDUCATION Wednesday, January 29, 1997 9:00 am Capitol Extension, Room E1.012 ***** Pursuant to a notice posted in accordance with Senate Rule 11.11, a meeting of the Senate Committee on Education was held on Wednesday, January 29, 1997 in the Capitol Extension, Room E1.012, at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Teel Bivins Senator Gregory Luna Senator Gonzalo Barrientos Senator Troy Fraser Senator Michael Galloway Senator Tom Haywood Senator Bill Ratliff Senator Eliot Shapleigh Senator David Sibley Senator Royce West Senator Judith Zaffirini ***** The Chair called the meeting to order at 9:05 am. There being a quorum present, the following business was transacted. The Chair laid out SB 109 and recognized the author, Senator Haywood, to explain the bill. Senator Zaffirini moved to suspend the committee rule requiring a Higher Education Coordinating Board impact statement for all higher education bills. There being no objection, the motion prevailed. Senator Haywood moved that SB 109 be reported favorably to the full Senate with the recommendation that it do pass and be printed. The motion carried with a vote of 9 ayes, 0 nays, 0 present not voting, and 2 absent. The Chair laid out SB 168 and recognized the author, Senator Haywood, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list. Senator West sent up Committee Amendment 1 and moved adoption; without objection, the amendment was adopted. Senator Haywood moved that SB 168, as amended, be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a vote of 8 ayes, 0 nays, 0 present not voting, and 3 absent. The Chair laid out SB 245 and recognized Senator Shapleigh, in the absence of the author, to explain the bill. Senator Shapleigh moved that SB 245 be reported favorably to the full Senate with the recommendation that it do pass and be printed.
