         Pursuant to a notice posted in accordance with Senate Rule 
         11.11, a meeting of the Senate Committee on Education was held 
         on Wednesday, February 5, 1997 in the Capitol Extension, Room 
         E1.012, at Austin, Texas.

         The Chair called the meeting to order at 9:05 am.  The following 
         business was transacted.  
         
         The Chair laid out SB 232 and recognized the author, Senator 
         Carona, to explain the bill.  Witnesses testifying and 
         registering on the bill are shown on the attached list.  
         
         The Chair moved that SB 232 be left pending to await a quorum; 
         without objection it was so ordered.  Upon arrival of a quorum, 
         Senator Zaffirini moved SB 232 be reported back to the senate 
         with the recommendation that it do pass and be printed.  The 
         motion carried with a vote of 10 ayes, 1 nay, 0 present not 
         voting, and 0 absent.  
         
         At 9:14 am Senator West assumed the chair.  
         
         The Chair laid out SB 148 and recognized the author, Senator 
         Bivins, to explain the bill.   Senator Bivins sent up a 
         committee substitute; the Chair recognized Senator Bivins to 
         explain the difference between the committee substitute and the 
         bill as filed.  Witnesses testifying and registering on the bill 
         are shown on the attached list.  Senator Bivins moved the 
         adoption of CSSB 148.  There being no objection, it was so 
 
         





         moved.  Senator Bivins moved that CSSB 148 be reported favorably 
         to the full Senate with the recommendation that it do pass and 
         be printed.  The motion carried with a vote of 11 ayes, 0 nays, 
         0 present not voting, and 0 absent.
         
         At 10:30 am Senator Bivins assumed the chair.  
         
         At 10:34 am Senator Bivins moved that the committee stand 
         recessed until 30 minutes after adjournment of the full senate.  
         Without objection, it was so ordered.  
         
         At 1:40 pm the committee reconvened and the Chair called the 
         meeting to order.
         
         At 1:41 pm Senator Haywood assumed the chair.  
         
         The Chair laid out SB 149 and recognized the author, Senator 
         Bivins, to explain the bill.  Senator Bivins sent up a committee 
         substitute; the Chair recognized Senator Bivins to explain the 
         difference between the committee substitute and the bill as 
         filed.  Witnesses testifying and registering on the bill are 
         shown on the attached list.  Senator Bivins moved the adoption 
         of CSSB 149.  There being no objection, it was so moved.  
         Senator Bivins moved that CSSB 149 be reported favorably to the 
         full Senate with the recommendation that it do pass and be 
         printed.  The motion carried with a vote of 8 ayes, 1 nays, 0 
         present not voting, and 2 absent.
         
         At 4:05 pm Senator Bivins assumed the chair.  
         
         There being no further business, at 4:10 pm Senator Bivins moved 
         that the Committee stand recessed subject to the call of the 
         Chair.  Without objection, it was so ordered.
