The following business was transacted. Senator Bivins brought the issue of limiting testimony before the committee. He proposed a 3 minute time limit if there are more than 10 witnesses registered to testify on a bill. There being no objection to the adoption of the policy, it was so ordered. The Chair laid out SB 1028 and recognized the author, Senator Sibley, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list. The committee continued to hear testimony on SB 517. At 4:00 pm Senator Haywood assumed the Chair. Because of the fiscal implications of CSSB 1577, the Chair recognized Senator Bivins for a motion to re-open the bill for consideration and to reconsider the vote by which CSSB 1577 was reported from committee; there being no objection, the motion prevailed. The Chair laid out CSSB 1577 and recognized Senator Bivins to offer an amendment. Senator Bivins sent up Committee Amendment 1 and moved adoption; without objection, the amendment was adopted.
