MINUTES SENATE COMMITTEE ON FINANCE Monday, February 3, 1997 9:30 am Capitol Extension, Room E1.036 ***** Pursuant to a notice posted in accordance with Senate Rule 11.11, a meeting of the Senate Committee on Finance was held on Monday, February 3, 1997 in the Capitol Extension, Room E1.036, at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Bill Ratliff Senator Carlos Truan Senator Mike Moncrief Senator Jane Nelson Senator David Sibley Senator Jeff Wentworth Senator Royce West Senator Judith Zaffirini ***** The following members arrived after the roll was called: Senator Kenneth Armbrister Senator Gonzalo Barrientos Senator Teel Bivins Senator J.E. Brown Senator Eddie Lucio, Jr. The Chair called the meeting to order at 9:30 am. There being a quorum present, the following business was transacted. At 9:35 am Senator Zaffirini assumed the chair. The Chair laid out SB 218 and recognized the author, Senator Ratliff, to explain the bill. Senator Ratliff sent up a committee substitute; the Chair recognized Senator Ratliff to explain the difference between the committee substitute and the bill as filed. Maricela Rodriguez Barr, representing TX Board of Architectural Examiners, testified in favor of the bill. John O. Greer, Chairman, representing TX Board of Architectural Examiners, registered but did not testify in favor of the bill. Cathy Hendricks, Executive Director, representing TX Board of Architectural Examiners, registered but did not testify in favor of the bill. Senator Ratliff moved that SB 218 do not pass but that CSSB 218 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a vote of 10 ayes, 0 nays, 0 present not voting, and 1 absent. After the vote was recorded, Senators Brown and Lucio moved for unanimous consent to be shown voting aye to report CSSB 218 favorably to the Senate. The motion carried with no objection. The Chair laid out SB 297 and recognized the author, Senator Ratliff, to explain the bill. David Anderson, representing Texas Education Agency, testified on the bill. David Dunn, representing Legislative Budget Board, testified on the bill. Senator Ratliff moved that SB 297 be reported favorably to the full Senate with the recommendation that it do pass and be printed. The motion carried with a vote of 10 ayes, 0 nays, 2 present not voting, and 1 absent. At 10:30 am Senator Ratliff assumed the chair. There being no further business, at 10:30 am Senator Ratliff moved that the Committee stand recessed subject to the call of the Chair.
