             Interim Subcommittee on Articles I, VI and VII Agencies

         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, an open meeting of the Senate Interim Finance  
         Subcommittee on Articles I, VI and VII Agencies was held on  
         Wednesday, October 22, 1997 in the Capitol Extension, Room  
         E1.036, at Austin, Texas.

         Chairman Barrientos called the meeting to order at 9:35 am.   
         The following business was transacted.   
         The Chair introduced Committee staff and explained that  
         designated staff would be allowed to participate in Committee  
         discussions in the absence of members.  The Chair provided a  
         brief overview of the Committee charges and told agency  
         representatives what information would be expected from them  
         during the interim. 
          
         INVITED TESTIMONY 
          
         The Chair recognized the following invited witnesses: 
          
              Carolyn Purcell, of the Texas Department of Information  
              Resources, provided an overview of technology in state  
              government and answered questions of the Committee. 
          
              Patsy Henry, Marva Scallion, John Barton and Rick Travis,  
              of the Legislative Budget Board, provided an overview of  
              the legislative budget process and answered questions of  
              the Committee. 
          
              Larry Alwin, Andrea Claire and Matthew Levitt, of the  
              State Auditor's Office, provided an overview of the State  
      
              Auditor's role in agency audits, performance measures  
              certification and full-time equivalent (FTE) monitoring,  
              and answered questions of the Committee. 
          
         The Chair presented a tentative hearing schedule for the  
         interim and announced that the next Committee hearing on  
         Article I agencies would be held November 17-18, 1997 in the  
         Senate Finance Committee Room (E1.036) at  9:30 a.m. 
          
         There being no further business, at 11:45 a.m. Chairman  
         Barrientos announced that the Committee would stand recessed  
         subject to the call of the Chair.  Without objection, it was  
         so ordered.
