Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Interim Finance
Subcommittee on Article III Agencies was held on Wednesday,
December 3, 1997 in the Capitol Extension, Room E1.036, at
Austin, Texas.

Chairman Moncrief called the meeting to order at 9:10 a.m.
The following business was transacted.
The following members arrived after the roll was called:
none.
The Chair provided a brief overview of the committee charges
and told Article III agencies and institutions what
information would be expected from them during the interim.
The Chair called on invited panelists to provide an overview
of the budget process and subcommittee resources. Panelists
presented testimony as follows:
Lauri Deviney, representing the Legislative Budget Board,
provided an overview on the legislative budget process
and answered questions of the committee.
John Barton, representing the Legislative Budget Board,
provided an overview on the use of performance measures
and answered questions of the committee.
John O'Brien, representing the Legislative Budget Board,
provided an overview on strategic planning and budget
milestones, and answered questions of the committee.
David Dunn, representing the Legislative Budget Board,
provided an overview on full-time equivalent (FTE) caps
and answered questions of the committee.
Larry Alwin, State Auditor, provided an overview on the
role of the State Auditor's Office and answered
questions of the committee.
Carol Smith, representing the State Auditor's Office,
provided an overview on the State Auditor's Higher
Education Database System and answered questions of the
committee.
Andrea Claire, representing the State Auditor's Office,
provided an overview on performance measures
certification and answered questions of the committee.
Kelli Dan, representing the State Auditor's Office,
provided an overview on FTE Trends and answered questions
of the committee.
The Chair called representatives from the Texas Higher
Education Coordinating Board and various higher education
institutions to answer questions regarding the committee
charges. Invited witnesses appeared as follows:
Don Brown, representing the Texas Higher Education
Coordinating Board, provided oral testimony.
Pamela P. Willeford, representing the Texas Higher
Education Coordinating Board, registered but did not
testify.
