Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Texas Integrated Enrollment and
Services Joint Legislative Oversight Committee was held on
Monday, December 8, 1997 in the Capitol Extension, Room
E1.036, at Austin, Texas.

Chairman Ratliff called the meeting to order at 9:35 a.m. The
following business was transacted.
The following members arrived after the roll was called:
Representative Harvey Hilderbran.
The Chair laid out draft committee rules and recognized
Representative Junell for a motion. Representative Junell
made a motion to revise the draft rules by specifying under
Rule 4.01 that "two members from each house shall constitute
a quorum." Without objection, it was so ordered.
Representative Junell then moved that the rules be adopted as
amended. Without objection, it was so ordered.
The Chair provided an overview of the committee's
responsibilities as specified in House Bill 2777.
The Chair called on representatives from the Texas Integrated
Enrollment and Services (TIES) Project to provide a briefing
and answer question of the committee on the current status and
future time lines of the project. Invited witnesses testified
as follows:
Mike McKinney, representing the Texas Health and Human
Services Commission, provided oral testimony.
Gerald McKimmey, representing the TIES Project, provided
oral testimony.
Karen Son, representing the TIES Project, provided oral
testimony.
Gary Frederick, representing the Texas Workforce
Commission, registered as a resource witness, but did not
testify.
Peggy F. Garrison, representing the Texas Workforce
Commission, registered as a resource witness, but did not
testify.
Mike Bartlett, representing the TIES Project, registered
as a resource witness, but did not testify.
G. Alan Atwood, representing the TIES Project, registered
as a resource witness, but did not testify.
Kerby Spruiell, representing the Texas Department of
Human Services, registered as a resource witness, but did
not testify.
Johnie McHugh, representing the Texas Workforce
Commission, registered as a resources witness, but did
not testify.
Cynthia Mugerauer, representing the TIES Project,
registered as a resource witness, but did not testify.
Walter Gilmore, representing the TIES Project, registered
as a resource witness, but did not testify.
The Chair recognized the following witnesses to provide public
testimony on the current TIES Project:
Patrick Bresette, representing the Center for Public
Policy Priorities, provided oral and written testimony.
Charlotte Flynn, representing the Gray Panthers, provided
oral and written testimony.
Walter Hinojosa, representing the Texas AFL-CIO, provided
oral and written testimony.
Michael Gross, representing the CWA/Texas State Employees
Union, provided oral and written testimony.
Bruce P. Bower, representing the Texas Legal Services
Center, provided oral and written testimony.
Lisa McGiffert, representing the Consumers Union,
provided oral testimony.
Roy Evans, representing himself, provided oral testimony.
William Beardall, representing the Texas Appleseed
Advocacy Fund, provided oral and written testimony.
Leslie Hernandez, representing the National Association
of Social Workers - Texas, provided oral testimony.
Alison Dieter, representing the Gray Panthers, provided
written testimony only.
There being no further business, at 12:05 p.m. Senator Ratliff
announced that the Committee would stand recessed subject to
the call of the Chair. Without objection, it was so ordered.
