Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Interim Finance
Subcommittee on Article III Agencies was held on Wednesday,
January 28, 1998 in the Capitol Extension, Room E1.036, at
Austin, Texas.

Chairman Moncrief called the meeting to order at 1:00 pm. The
following business was transacted.
The following members arrived after the roll was called:
Senator Brown.
The Chair made brief remarks and called on invited witnesses,
representing health-related higher education institutions, to
provide testimony on committee charges and answer questions of
the committee. (All institutions submitted written comments
which addressed committee charges prior to the hearing date.)
Witnesses appeared as follows:
Kern Wildenthal, M.D., representing the University of
Texas Southwestern Medical Center, provided oral
testimony.
Richard S. Moore, representing the University of Texas
Medical Branch at Galveston, provided oral testimony.
Jason Calhoun, representing the University of Texas
Medical Branch at Galveston, provided oral testimony.
William Cunningham, representing the University of Texas
System registered on behalf of all University of Texas
medical schools, but did not testify.
Dr. David Smith, representing Texas Tech University
Health Sciences Center, provided oral testimony.
Penny Harkey, representing Texas Tech University Health
Sciences Center, registered as a resource witness but did
not testify.
John Porretto, representing the University of Texas -
Houston Health Science Center, provided oral testimony.
Terry Ansell, representing the University of Texas -
Houston Health Science Center, registered as a resource
witness but did not testify.
Dr. David M. Richards, representing the University of
North Texas Health Science Center at Fort Worth, provided
oral testimony.
Steve Russell, representing the University of North Texas
Health Science Center, provided oral testimony.

North Texas Health Science Center, registered as a

At 3:22 p.m., Senator Moncrief announced that the Committee
would stand recessed until 9:00 a.m., Thursday, January 29,
1998. Without objection, it was so ordered.
